Doesn't work, I just check the url not the link, testing the link,
this is what a Squid say:

The following URL could not be retrieved: ftp://ftp3.us.postgresql.org/pub/postgresql/beta

Squid sent the following FTP command:

RETR beta

and then received this reply

beta: No such file or directory.

This might be caused by an FTP URL with an absolute path (which does not comply with RFC 1738).
If this is the cause, then the file can be found at ftp://ftp3.us.postgresql.org/%2f/pub/postgresql/beta.
