The problem is this:
mha(at)mha-laptop:~$ host cvs.pgfoundry.org
Host cvs.pgfoundry.org not found: 3(NXDOMAIN)

Somebody has removed the hostname for it from DNS. www and the main
hostname appear to still be there.

Must be in your caching servers, because the auth servers (run by
hub.org) all claim it doesn't exist, and shouldn't exist.
