Here's the tiny patch so libpq users don't have to include the openssl
headers in their programs.

Patch applied. Thanks. Because this is just doing:
Change libpq's PQgetssl() to return a void*, rather than SSL *, so that
applications don't need the SSL headers.
I don't think we have to change the libpq major version number.
