Dear PostgreSQL,

sorry for the non-technical question here but Cygwin's copyright is too
complicated at least for me. I would like to know if I can use PostgreSQL
DB server as a backend in a commercial application package running on
Windows with Cygwin for PG? I assume YES since our application won't link
with Cygwin directly. Please confirm.

Yes, all that you need to do to comply with the license is to provide
the source to the Cygwin DLL and all of the apps that link with it.
