The command is pg_ctl and it's called (at least within the Red Hat SysV
init setup) from within /etc/rc.d/init.d/postgresql.

If you run that command (or the SuSE, debian, etc. equivalane) with
'start', 'stop' or 'restart' you'll control the postmaster.
