Debian's packaging versions "work around" this with the special ~
character, which they define as sorting *before* nothing, meaning
8.4~beta1 < 8.4 < 8.4.0 < 8.4extra

See the deb-version man page for details, a nice convinenct, but yes, a
special cased rule...

But at least it's wildly used ;-)
