I am trying to populate a database from a fresh install under Gentoo. There
had been an earlier database, and to get a clean slate I wiped
/var/lib/postgresql, then ran:

# emerge postgresql --config
# /etc/init.d/postgresql start
# rc-update add postgresql default

So far, so good (the first command populated a new /var/lib/postgresql),
bu=
t
when I then ran,

# createdb -U postgres scope

I get:

createdb: could not connect to database postgres: FATAL: could not open
file "global/pg_database": No such file or directory

A Google search for 'createdb: could not connect to database postgres:

directory'turns up various hosts' versions of a mailing list thread
where someone
reported the error and the only reply was a Postgres consultant saying that
sounded strange and asking about $PGDATA (after which I tried setting
PGDATA=3D/var/lib/postgresql/data and got the same error). One instance of
