I don't think there is a README specifically for this, but here are some
relevant links you'll want to read over:

also you might want to check out the contrib directories in the source,
there are some utilities there that might be of interest to you. Also
depending on which version you are upgrading to/from there are some
articles on http://techdocs.postgresql.org/ that would probably be of
