Which is PL/PHP, allowing you to write your stored procedures in PHP, to
go with PL/PgSQL, PL/Perl, PL/Ruby and so forth.
I haven't used Windows since sometime last millennium though, so I can't
offer any help regarding getting it working in such an environment :-(
