new ruby-pg release: support for ruby 1.9

I recently took over maintainership of the ruby gem "postgres", which is
hosted at the rubyforge project page "ruby-pg":

http://rubyforge.org/projects/ruby-pg

I just made a new release, and this includes support for Ruby 1.9 as
well as many other improvements.

To install:

# gem install --remote postgres
