Last time I tried to use pl-j (in order to build a mutual test platform), I didn't manage to make it compile due to missing artifacts and it wasn't ported to Windows. Lazslo filed a JIRA bug on that but since then (August last year) I've seen no activity in the project. Is it still alive? Is anyone using it?
