I've also seen there is an experimental embed sapi which could already be what you need (--enable-embed).

Interesting.  I'll explore this.  Is this available in PHP5 only?

I found it while checking the available SAPIs in PHP4. Looking to the cvs repository, it seems to be available since PHP 4.3.0:
