build win32 with mingw and msys

hi all any one know howto build postgresql win32 with mingw and msys? when i make after configure ,it tole me " You need to run the 'configure' program first. See the file 'INSTALL' for installation instructions." but i have configure it ,what's the matter? best regards shuaimeng(at)db(dot)pku(dot)edu(dot)cn
