Huh?

    $ tar -tjf postgresql-7.4.tar.bz2 | fgrep pg_proc.h
    postgresql-7.4/src/include/catalog/pg_proc.h

Why don't you just use the pre-built version that is part of the
standard Cygwin distribution?
