Just use this package:
http://developer.postgresql.org/~devrim/rpms/compat/ (and especially
http://developer.postgresql.org/~devrim/rpms/compat/compat-postgresql-libs-3-3PGDG.i686.rpm
as you don't seem to use 64 bits packages)
which includes libpq.so.3. It works well on RHEL4.

FYI, Devrim is the PGDG RPM maintainer.
