initdb is not creating data DIR on some windows machines

Hi,
I am using the
following way to create database , the command is working fine with some windows
machines and not working on many windows machine all are XP/2000
machines
postgres windows
user has service logon rights
runas
/user:%COMPUTERNAME%\postgres "\"C:\Program Files\Cisco Systems\Cisco
EDI\pgsql\bin\initdb\" -A md5 -U edipostgres --pwfile=\"C:\Program
Files\Cisco Systems\Cisco EDI\edi\resources\server\pgsql\pgsql\" -D \"C:\Program
Files\Cisco Systems\Cisco EDI\pgsql\data\"" | "sanur" mypwd
