thrown error on creating new server

dear sir,
i installed postgresql-8.1.5-1 in my machine .but i cant create a new server.bu using File>Add server.
i will thrown an error given below
could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "192.168.0.172" and accepting TCP/IP connections on port 6045?
so give solution for these problem as soon as possible
