Yes, of course, we'll be glad to have an up-to-date translation. You 
need to download this file :
  http://www.pgadmin.org/svnrepo/pgadmin3/i18n/ro_RO/pgadmin3.po
and to work on its translation. You can use poedit to work more easily.
