The attached patch implement this feature:

CREATE SCHEMA [ IF NOT EXISTS ] schema_name [ AUTHORIZATION user_name ] [
schema_element [ ... ] ]
CREATE SCHEMA [ IF NOT EXISTS ] AUTHORIZATION user_name [ schema_element [
... ] ]

Now, PostgreSQL don't trow an error if we use "IF NOT EXISTS" in "CREATE
SCHEMA" statement.

So, I don't know the next steps...
